The collection contains correspondence, reports, newspaper and magazine articles, and ephemera. Gillis served as the Director
of the State Highway Board for much of the 1950s and 1960s, helping to create the state's modern road system. He was also
the manager of Ernest Vandiver's successful 1958 gubernatorial campaign, the chairman of the State Democratic Executive Committee
in 1939-1941, and a major figure in the early history of Treutlen County. The collection is of interest to those studying
highways and Georgia politics, especially in the late 1930s and during the Herman Talmadge administration (1948-1955), as
well as the Vandiver campaign and disputes over highway construction in the late 1960s.
