The collection consists of two letters: dated New Haven, Connecticut, January 16, 1898, "My dear Judge," signed E.J. Phelps"; undated, "My dear Mr. Baldwin," signed "Emory Speer," regarding the "little volume," and the Constitution. The letter dated January 16, 1898 is a reproduction.
