Biographical / historical:

William Proctor Jones (1941-2009) was a longtime Senate staffer and energy lobbyist. His first career in Washington was an an intern to Sen. Richard B. Russell Jr. A long time staff member for the senate, he was involved with the Senate's Energy and Water Development appropriations subcommittee from 1978 until he retired in 1997. He was an energy lobbyist throughout his career and trustee for the Richard B. Russell Foundation.
