Biographical / historical:

Charles A. Pannell, Sr. started his political career as mayor of Eton, GA in 1933. He obtained his law degree from the Univeristy of Georgia in 1937 and served as Murray County's attorney and Chatsworth's city attorney. Pannell served as a state senator until 1963, when he joined the Georgia Court of Appeals. He was a judge in the court from 1963-1976.
