Biographical / historical:

L.L. "Pete" Phillips (1927-1988) was a member of the Georgia House of Representatives beginning in 1969 and one of the state's leading experts on environmental issues, chairing the Natural Resources and Environment Committee since 1978. His wife, Mary Ida Phillips, completed his term on the 139th Georgia General Assembly.
