II. School Cases, 1968-1978

Scope and content:

The majority of this series is organized according to original order by the first plaintiff school listed in consolidated cases (e.g. Hinds County, et al.) or by the location of the plaintiff schools (e.g. Pinellas County, Florida). Arrangement within each group is loosely chronological. Hinds County, et al. is arranged in reverse chronological order. The remainder of the series is organized under the processing archivist's heading, "Other Cases and General Files," and is arranged loosely by panel, when applicable.

The series contains opinions, briefs, correspondence, memoranda, reports, and dockets relating to the numerous class-action suits filed regarding school system integration in the Fifth Circuit states. Morgan heard and wrote opinions on cases emanating from Mississippi, Florida, Texas, Louisiana and Georgia. Notable in this series are the much-cited Hinds County, et al. and the Singleton (Jackson, Mississippi) cases of 1970. Files document the development of these cases, judges' comments, and judicial procedures. Public opinion on bussing students to schools is documented through correspondence in the "School Cases-Miscellaneous materials, including orders, memoranda, correspondence, December 1969-September 1970" file, as well as materials regarding select Georgia cases.
