This collection consists of the political papers of Doug Barnard Jr.'s time in the U. S. House of Representatives from 1976-1993. The papers include legislative files related to the committees on which he served and correspondence with his constituents. Of particular interest are his legislative files related to banking, as Barnard spent fourteen years in the industry before entering politics.

Druie Douglas Barnard Jr. (1922-2018) was a United States congressman from Georgia. Barnard grew up in Augusta, Georgia, where he attended public schools, graduating from the Academy of Richmond County, and Augusta College before moving to Macon, Georgia, in 1943 to complete his Bachelor of Arts degree at Mercer University. After graduation, he served in the United States Army during World War II. After the war, Barnard returned to Georgia and earned his law degree from the Walter F. George School of Law at Mercer University in 1948. After law school, he began a career as a banker at Georgia Railroad Bank and Trust in Augusta, Georgia, a profession in which he remained until 1962. From 1963 to 1966, Barnard served as the Executive Secretary to Governor Carl E. Sanders, and as a board member of the Georgia State Department of Transportation from 1966-1976. In 1976, Barnard became the first U.S. Congressman from Augusta in seventy-two years when he was elected to represent Georgia's Tenth Congressional District in U.S. House of Representatives. Congressman Barnard served on the Banking, Veterans, Small Business, and Government Operations committees, and devoted much of his Congressional career to pushing for improvements to the Internal Revenue Service and promoting the repeal of the Glass-Steagall Act. Barnard represented his constituents for eight terms before retiring from Congress in 1993.
