J. Emory Speer (1848-1918), a graduate from the University of Georgia in 1869, was a lawyer, District Court judge, Congressman, and Dean of Mercer University Law School. For more information, see his congressional biography.
Victor H. Kriegshaber (1859-1934) was a civil engineer, contractor, and businessman.
Scope and Content
This collection consists of a letter from Victor Kriegshaber of Germany to Judge J. Emory Speer discussing the role that German military conscription plays in their economic difficulties and how war between Germany and France will certainly come again.
