In 1835 Whitehall, the state's first mill village, was established near the factory, on the banks of the North Oconee River. In 1854, the original factory was replaced with the site's first brick building housing 1704 spindles, 20 looms, and 60 laborers. The dam for the mill was over 1/4 mile upstream feeding a millrace that roughly followed the current entry road. The last vestige of the millrace can still be seen behind the main mill building, and it fed a turbine housed at the eastern end of the building. After being destroyed by a fire and completely rebuilt in 1898, the White family lost the property to bankruptcy in 1929. In 1930, Oconee Textile Company and Thomas Textiles bought portions of the land. Thomas Textiles, which manufactured baby diapers ended up with the whole property and continued business until 1988.
The collection consists of 45 account books that span from September 1959 to September 1968. The account books include dates, names of employees, hours worked, and rate of pay. There is also a folder of loose ledger sheets from April 1969 through April 1970. The loose ledger sheets include names, dates, hours worked, rate of pay, overtime, gross pay, taxes , insurance, rent, savings, and net pay. There are sheets from all three shifts. Included in the collections are four calendar/workbooks from the Carter Traveler Company and one from the Victor Steel Spinning Travelers Company. Also included is My Private Secretary, a booklet that contains information about mill machinery, bobbins, and production, in addition to keeping mill records. A safety award given to Whitehall Mills from the Georgia Textile Manufacturers Assocition for 1969 is also included.
