In 1979, a group of investors began acquiring land and developing plans for a golf and recreation country club on land at the Clarke-Oconee county line. In 1986, Clarke County approved the golf course development and rezoning of 127 acres to a planned residential development. Jennings Mill became the first planned unit development in Oconee County. The club was owned and operated by J. M. Athens until 1991 when it was purchased by the club members. In 2008, the club defaulted on its debt and was purchased by Titan Capital Investment Group.
The records include bylaws, minutes, reports, plans, and a history of Jennings Mill Country Club. These materials document the development of the Jennings Mill community and Country Club and include information regarding the Property Owners Association and the club's Board of Directors.
