Richard A. Stogner held a number of municipal offices in Atlanta and DeKalb County over a 40 year career in city government. These included working under four Atlanta mayors--Ivan Allen, Sam Massell, Maynard Jackson, and Andrew Young; serving as Director of Planning and Economic Development for Fulton County, and later as Executive Assistant to DeKalb CEO Vernon Jones. From 1996-1997, Stogner served as the Deputy Chief Finance Officer and dissolution officer for the 1996 Olympic Games. He was responsible for designing the concessions program at Hartsfield-Jackson International Airport and for constructing the financing package for revitalizing the Atlanta Underground.

In particular, this collection focuses on the 1996 Olympics, the Olympic Park bombing, and the Hartsfield-Jackson International Airport, but also includes information related to the Atlanta Underground project and other city financial matters.
