William Colbert Hawkins, Sr., was born in 1914 near Social Circle in Walton County, Georgia. He graduated from Monroe High School in 1932. He received his A.B. degree in 1937 from the University of Georgia, followed by his J.D. in 1939. He married Katrine Rawls Hawkins, and the couple had two children, Cathy and William "Bill" C. Hawkins, Jr. Hawkins practiced law in Sylvania from August 1939 to February 1969, when he was appointed Judge of the Superior Court, Ogeechee Judicial Circuit, by Governor Lester Maddox. He retired as Senior Superior Court Judge in March 1984.
Hawkins served as Major, Army Air Corps, in World War II, and as Colonel, JAGC, USAR Reserve, before retiring in 1974. He was assigned as Reserve Military Judge, Army Trial Judiciary (1964-1974). He was a member of the Georgia House of Representatives (1951-1952 and 1955-1958) and served as Floor Leader (1957-1958). He was a member of the State Programs Study Committee (1955) and the State Democratic Executive Committee (1955-1958).
Hawkins died on February 8, 2003, Statesboro, Georgia, at age 88.

The W. Colbert Hawkins, Sr. Papers contain his correspondence with Georgia politicians, the legal community, and the business community. Topics include his apointment to the Superior Court, Ogeechee Judicial Circiut, in 1969, appointments in Georgia courts and State Bar leadership, the creation of a Division of the United States District Court at Stateboro and his work on political campaigns.
