Melvin Hill served as the staff director of Georgia's Select Committee on Constitutional Revision, which created the constitution of 1983 that was ratified by the people of Georgia. Hill has written many works on Georgia's constitutional history and specifically the 1983 constitution revision. His extensive knowledge of Georgia politics and legal history served him when he later became the director of the Carl Vinson Institute of the University of Georgia.
Melvin Hill's files on the Select Committee to Revise the State Constitution document the process of revising and amending the Georgia state constitution in 1983. The materials contain proposed amendments to the constitution, revisions and drafts created in the House and the Senate, as well as memos and notes about the revision and committee's work.
