Arthur Key Bolton was born in Griffin, Georgia, in 1922, and was educated at North Georgia College, the University of Georgia (LL.B., 1943), and the University of Alabama. He served as an infantry captain in World War II and, being wounded in battle, received personal commendations. Following his military service, he began practicing law in Griffin in 1947. Bolton went on to serve as a state representative from Spalding County (1949-1965) and Judge of the Criminal Court of Griffin (1952-1965).
In 1965, he was appointed as the fiftieth attorney general of Georgia. During his tenure, the state found itself involved in a number of legal issues involving, among them the 1966 gubernatorial election, compliance with school desegregation, and notably, Doe v. Bolton, the 1973 Supreme Court decision that overturned Georgia's abortion law. Bolton stepped down from the post in 1981. Later, in 1986, he was a candidate for the State Senate from Georgia's 28th district.
Bolton and his wife, Marion, had two children, Marian Lee and Arthur, Jr. Bolton died in 1997.
