The committee files are organized into two subseries: Executive Committee and Teachers Advisory Committee. The Executive Committee files document the creation of the Georgia Project, including the original agreement between the University of Monterrey and the City of Dalton and Whitfield County schools. Also included in these files are memoranda, budgetary information, meeting minutes, and correspondence. The Teachers Advisory Committee (TAC), which reported to the Executive Committee, was comprised of teachers from Dalton and Whitfield schools. This committee was responsible for providing recommendations regarding the Summer Institute, Direct Instruction, and ESOL curriculum. The TAC files include memoranda, meeting minutes, correspondence, and notes.

There are several reports analyzing the need and role of the Georgia Project in Dalton and in the larger Georgia Hispanic and Latino communities. Of particular significance is the Monterrey Accord, establishing the relationship between the University of Monterrey and the City of Dalton Public Schools and Whitfield County Schools. The Dalton Public Schools/Whitfield County Schools Files, University of Monterrey Files, and Center for Applied Linguistics Files illustrate the primary partnership goals of the Georgia Project to create a teacher exchange program and develop bilingual curriculum. The Other Associations and Organizations subseries documents other bilingual and cultural programs and activities in Georgia and to a lesser extent throughout the country. 2. Summer Institute
, 1998-2005 The Summer Institute files document the month long program for training teachers in Spanish, English as a Second Language (ESL) methodologies, and Spanish and Mexican history and culture. From 1997 to 2004, more than 100 Georgia teachers attended the Summer Institute at Monterrey University (UDEM). Originally the entire program was held at UDEM, but in 1999 the program was changed to allow teachers to receive two weeks of instruction from Monterrey faculty at Dalton State College and two weeks at the University of Monterrey. )In 2001, the Georgia Project, through the Center for Applied Linguistics (CAL), expanded its professional development for teachers to include year-long workshops on issues of second language acquisition, culture, and English for Speakers of Other Languages (ESOL) and English as a Second Language (ESL) instructional strategies. CAL was also responsible for conducting a needs assessment of the educational services for non-native, English speaking students in the City of Dalton and Whitfield County, which is thoroughly documented in this subseries.
