II. Legislative The Legislative Series is organized in two subseries, Legislative Directors' Files and Legislative Assistants' Files and documents the work of Rowland's two legislative directors, Rebecca Brady (1983-1988) and Kathy Bryant Hennemuth (1987-1994), and ten legislative assistants in his Washington, D.C., office. Within each subseries files are arranged according to each staffer's filing system, although most systems are similar. Below are descriptions of the most common types of file groupings. Legislative research and bill files may contain any of the following: background materials about legislative issues, staffer notes, drafts and final copies of bills, "Dear Colleague" letters to/from other members of Congress, Rowland's statements made on the House floor, news clippings, background memoranda from staff to Rowland, hearing statements by Rowland and others, and correspondence from lobbyists. When arranged, files are arranged by committee or topic. Legislative mail contains letters to Rowland from constituents about legislation and copies of Rowland's responses. Mail files also include responses to constituents' telephone calls or visits to district offices and inquiries received at Rowland's Washington, D.C., office. Topics in the mail files usually reflect the staffer's assigned legislative topics. Subject files may be either a mix of legislative research files and mail files or just mail files. Often seen in early staffers' filing systems. Speeches and statements files contain speeches and statements Rowland made on the House floor or in his district. See Series IV. Press and Series I. Administrative for additional speeches and statements. The Legislative Series' main strength is health care legislation and related committee work (e.g., Energy and Commerce Committee, Veterans Affairs Committee, National Commission on AIDS, National Commission to Prevent Infant Mortality, Select Committee on Children, Youth and Families), and to a lesser extent the topics of transportation (Public Works and Transportation Committee), agriculture, education, defense, the environment , and foreign affairs.

1. Cleo Caldwell
, 1983-1989Cleopatra H. (Cleo) Caldwell joined Rowland's staff as his health legislative specialist in 1987, taking over health-related legislative duties of Adam Jablonowski. She held a Ph.D. in Social Psychology and prior to joining Rowland's staff, she had served as a Congressional Science Fellow, a fellowship awarded by the Society for Research in Child Development. Her files are organized in two groups: Legislative Research Files and Legislative Mail. Each group is arranged in chronological order by congress. During the 100th Congress, her assigned subjects included: AIDS, Medicare/Medicaid, long-term care, catastrophic illness, infant mortality, and rural health care. Specifically, Cleo's legislative research files contain information about H.R. 2881, a bill introduced by Rowland in 1987 to establish the National Commission on AIDS. Additional information about this commission and related legislation can be found in Legislative Director Kathy Bryant Hennemuth's and legislative assistant Chris Hunt's files. Cleo's "computer letters" (form letters, which also include memos to Rowland and other documents typed by computer) are located in Legislative Director Kathy Hennemuth's legislative mail files. box 2. Chris Hunt
, 1979-1990Chris Hunt served on Rowland's staff from 1984 to 1990, 98th to 101st Congress. He initially worked with Rebecca Brady (as evidenced in his files: early constituent correspondence (1984) is primarily drafted by her) and later, from 1987 to 1989, with Karen Mogan and Kathy Bryant Hennemuth. His files are organized in two groups: Legislative Research Files and Legislative Mail. Each group is arranged in chronological order by congress. Chris' files reflect some of Rowland's early interests and first legislation. Topics include veterans' issues, such as "atomic veterans," Notch (Social Security issue), and health care for rural veterans for which Congressman Rowland lead a congressional hearing in Dublin, Georgia, on the topic in December 1988; foreign affairs, such as aid to the Contras, and trade; early legislative work to establish the National Commission on Acquired Immune Deficiency Syndrome (National Commission on AIDS); transportation, including the Exxon Valdez oil spill in Alaska in 1989. The majority of Rowland's efforts on the AIDS commission and about AIDS in general can be found in the files of Legislative Director Kathy Bryant Hennemuth and legislative assistant Cleo Caldwell. Legislative Mail includes topics relating to constituents' views on the Brady Amendment (1988), abortion, veterans affairs, foreign affairs, the budget, and issues of the judiciary and ways and means. Most correspondence files contain both constituent letters and corresponding responses, although a few files contain only constituents' letters. Mail is filed by congress (by date) and topic. box folder Request box 161 1 Atomic Veterans-Rowland's Bill [HR 1811] (folder 1 of 2) 161 2 Atomic Veterans-Rowland's Bill [HR 1811] (folder 2 of 2) 161 3. Adam Jablonowski
, 1983-1986Adam Jablonowski joined Rowland's staff in July 1985 and assumed health-related legislative research and analysis duties from Rebecca Brady during the 99th Congress. A specialist in the health field, Adam held a Master of Public Administration and at the time was a member of the Board of Directors of the American Rural Health Association. His files are organized in two groups: Subject Files, which contain health-related constituent correspondence, speeches, co-sponsorship files, and limited research materials. Arrangement is roughly alphabetical and is filed in two sets (A to Z and A to Z). The second group, Legislative Research Files, consists of research about health-related legislative topics, such as AIDS, biomedical ethics, living wills, long-term care, malpractice, Medicare, and the uninsured, as well as a group of files relating to "Superfund," the Hazardous Substance Response Trust Fund established in 1980. Research files include background materials from the Congressional Research Service; articles, clippings, and literature; reports; Rowland's proposed amendments to pertinent legislation and speeches; drafts of legislation. 4. Joy Lee
, 1989-1994Joy Lee joined Rowland's staff in 1990 as the receptionist (served 101st to 102nd Congress), and in the 103rd Congress, she became the Legislative Correspondent and a legislative assistant. Her files are organized in three groups: Legislative Research File; Legislative Mail; and Cosponsor Bills, Letters Signed Onto, and Statements. Legislative Research Files cover Joy's legislative topics of banking, ways and means, business, transportation, and education. These files also include information about planning for the Olympics held in Atlanta, Georgia, in 1996. Legislative Mail is filed in reverse chronological order. Her mail files include a few files of mail answered by Kathy Bryant Hennemuth, Karen Mogan, and Cynthia Purkiss. Joy's mail files are substantial, because as Legislative Correspondent she handled mail for the legislative assistants during the 103rd Congress. Cosponsor Bills, Letters Signed Onto, and Statements extends from 1989 to 1994 and serves as a record of Rowland's legislative contribution during this period. Select statements on legislative topics are also filed here. Additional statements or speeches can be found in Legislative Director Kathy Bryant Hennemuth's files and Legislative Assistant Joy Lee's files in this series and in Series IV. 5. Karen Mogan
, 1985-1992Karen Mogan joined Rowland's staff as a staff assistant in 1987 (100th Congress) and later became a legislative assistant, although the point of transition in job titles and definition of roles is unclear in her files, with the exception of her Georgia project files. She left Rowland's staff in 1992 (102nd Congress). Her staff assistant files, which are Georgia project files, are filed in Series III. Constituent Services.Karen's files are organized into two groups: Legislative Research Files and Legislative Mail. Legislative Research Files are organized by committee: Energy and Commerce, 1988-1992, and Public Works and Transportation, 1985-1989. The Energy and Commerce files document Rowland's early participation on this committee through his work on the subcommittees of Commerce, Consumer Protection, and Competitiveness, on Energy and Power, and on Transportation of Hazardous Materials. Topics include the environment , energy, and product safety and regulation. The Public Works and Transportation files contain a subsection relating to the Investigation and Oversight Subcommittee, 1987-1988, and include information about transportation, infrastructure, and the environment . 6. Elizabeth Nisbet
, 1980-1992Elizabeth Nisbet joined Rowland's staff as a staff assistant in 1989 (101st Congress) and became a legislative assistant 1990 through 1991 (101st to 102nd Congress). Her staff assistant files, which are project and case files, are filed in Series III. Constituent Services. Elizabeth's files are organized alphabetically by topic and/or committee. Within each topic, files are arranged in two groupings: circa 1987 to 1990 and 1991, and generally alphabetical within each grouping. Files contain legislative mail from constituents with Rowland's reply and legislative research materials, such as notes, news clippings, memoranda, and background materials. Of note are Elizabeth's Foreign Affairs files, which include topics such as human rights issues abroad, the opening of the former Soviet-bloc countries after the end of the Cold War, and constituents' opinions on the Persian Gulf War. Also of interest are her files on gun control (filed in Judiciary), especially after a shooting at Atlanta's Perimeter Mall in 1990, and on veterans' affairs which document Rowland's continued interest in veterans' health issues, such as agent orange and the long-term effects of nuclear agents on World War II military personnel ("atomic veterans"). Elizabeth's files also document Rowland's work on the Select Committee on Children, Youth, and Families, and the Congressional Arts Caucus, as well as his sponsorship of the National Health/Education Consortium, held in Macon, Georgia, in June 1991. Many of Elizabeth's topics were transferred to Cynthia Purkiss after Elizabeth left the staff in 1991. box folder Request box 246 1 Americans With Disabilities Act, 1990 246 2 Commerce, State, Justice, Appropriations, 1990 246 3 Budget Fiscal Year 1991, 1991 246 4 Budget, 1990-1991 246 5 Economy, 1991 246 6 Congressional Arts Caucus, 1991 246 7 District of Columbia Committee Mail, 1990 246 8 National Drug Control Strategy, 1990 246 9 Drugs, 1989-1990 246 10 Drug Issue (folder 1 of 2), 1988-1990 246 11 Drug Issue (folder 2 of 2), 1988-1990 246 12 Substance Abuse, 1986-1988 246 13 Drug Control, 1991 246 14 Drug Funding Formula, 1991 246 15 Drug Treatment, 1991 box folder Request box 247 1 Education Letters/General, 1990 247 2 International Business Machines (IBM)--Macon and Education, 1990 247 3 Access to Education Act, 1990 247 4 Education and Labor: Literacy, 1989 247 5 English as an Official Language, 1990 247 6 President's Educational Excellence Act of 1989 and National Professional Teaching Standards Act of 1989, 1989-1990 247 7 Higher Education Act, 1990 247 8 Education—Governor's Summit, 1989-1990 247 9 Georgia Student Loan Program and Sallie Mae, 1990 247 10 Headstart, 1990 247 11 Library Week, 1990 247 12 HR 4986—Student Default Initiative Act: Loan Default, 1988 247 13 Carl Perkins Vocational Education and General Vocational Education, 1990 247 14 Human Services, 1990 247 15 National Service Act (HR 4330), 1990 247 16 Values Education, 1990 247 17 United States Department of Agriculture (USDA) Lunch Program, 1990 247 18 Education Goals, 1991 247 19 Education – Miscellaneous Letters, 1991 247 20 Education Ideas, 1989-1991 box folder Request box 248 1 Children with Attention Deficit Disorder (CHA.D.D.), 1991 248 2 Disabilities, 1991 248 3 Educational Equity Act, 1991 248 4 Equity and Excellence in Education, undated 248 5 Guaranteed Student Loan (GSL) Program, 1990 248 6 Home Front [Initiative], 1991 248 7 Job Training Partnership Act (JTPA), 1991 248 8 National Endowment for the Arts Funding, 1989-1991 248 9 Pell Grant, 1991 248 10 Writing Project, 1991 248 11 Labor Miscellaneous [RESTRICTED] , 1990-1991 248 12 1949 Labor (Boston Hotel Workers), 1990 248 13 Child Care, 1988-1990 248 14 Child Care Letters, 1990 248 15 Child Care, 1989-1990 248 16 Communication Workers of America, 1990 248 17 Department of Labor's (DOL) Child Labor Investigation, 1990 248 18 Bartlett's Bill--Employee Rights Act, 1990 248 19 Davis-Bacon Reform HR 2216, 1988-1989 248 20 Family and Medical Leave Information, 1990 248 21 Job Training Partnership Act (JTPA), 1990 248 22 Larry Walker--Fair Labor Standards Act on Georgia Bureau of Investigation (GBI) Agents, 1990 box folder Request box 249 1 Minimum Wage, 1989-1990 249 2 National Labor Relations Board (NLRB)/Georgia Kaolin, undated 249 3 Ohio versus Betts—HR 3200 [Age Discrimination], 1990 249 4 Pension Plan Tax Reform mostly in Energy and Labor including HR 2664, 1990 249 5 Racketeer Influenced and Corrupt Organizations (RICO) Reform, 1990 249 6 Bobby Rowe—Georgia Department of Transportation, undated 249 7 HR 3936 Striker Replacement, 1988-1990 249 8 Labor – General, 1991 249 9 Labor – Budget, 1991 249 10 Davis-Bacon Reform, 1991 249 11 Employee Stock Option Plans, 1991 249 12 Family Leave Mail, 1991 249 13 H.R. 5 – Strike Replacement, 1991 249 14 Unemployment Insurance, 1991 249 15 Workforce Literacy, 1991 249 16 Aetna/Medicare, 1989 249 17 Aetna Hearing, 1990 249 18 Aetna--Closed Cases [RESTRICTED] , 1989 249 19 Aetna (folder 1 of 2) [RESTRICTED] , 1989-1990 249 20 Aetna (folder 2 of 2) [RESTRICTED] , 1989-1990 249 21 New Aetna Stuff, 1988-1989 box folder Request box 250 1 Medicare--American Medical Association Bill, 1990 250 2 Larry McAfee [RESTRICTED] , 1990 250 3 Jenny Langley, 1990 250 4 Gerald B. 7. Brent Orrell
, 1973-1989Brent Orrell joined Rowland's staff for the 100th Congress, serving as both a legislative assistant and intergovernmental affairs staff assistant. His files, however, reflect his work as a legislative assistant. Brent's files consist of legislative research materials and a small amount of constituent mail (labeled "Individual Responses"). The predominant topic of Brent's files is foreign affairs, with particular emphasis on Central America (Nicaragua, Panama), as well as religion and Soviets (Soviet Christians, Soviet Jews). 8. Keith Perdue
, 1983-1984Keith Perdue served on Rowland's first staff during the 98th Congress, 1983-1984, as a staff assistant. Keith's files reflect his responsibility for both legislative issues and academy nominations. The academy nomination files have been moved to Series III. Constituent Services.Keith's legislative files consist primarily of legislative mail on a variety of topics including: Education and Labor, Energy and Commerce, Public Works and Transportation, Agriculture, and Veterans Affairs. Legislative mail files contain communications to Rowland, such as letters or phone messages, from constituents and Rowland's written responses. Order of the files is original and appears random. box folder Request box 271 1 [Cost of Living Act], January 1984 271 2 Education and Labor, April 1983 271 3 Energy and Commerce, 1983-1984 271 4 Way and Means, 1983 271 5 Public Works and Transportation, 1983 271 6 Banks and Banking, 1983 271 7 Witholding, 1983 271 8 Budget, 1983 271 9 [Congressional Class on Soviet Jewry], 1983 271 10 Mortgage Revenue Bonds, 1983 271 11 Select Committee on Children, Youth, and Families, 1983 271 12 Agriculture, 1983 271 13 Veterans Affairs, 1983
9. Cynthia (Cyndi) Purkiss
, 1986-1994Cynthia (Cyndi) Purkiss joined Rowland's staff at the end of the 102nd Congress (1992) as a legislative assistant. Prior to her work with Rowland, Cyndi was a legislative assistant to Representative Richard Lehman of California from 1988 to 1992. Cyndi's files are organized into two groups: Legislative Research Files and Letters to Constituents [Legislative Mail]. Legislative Research Files are arranged alphabetically by topic. Cyndi's files are particularly strong in legislative work relating to veterans, defense, and the Energy and Commerce committee, although she handled additional topics. Her research files reflect Rowland's service as chair of the Veterans Affairs subcommittee on Hospitals and Health Care from 1993 to 1994, as well as a member of the Energy and Commerce subcommittees on Health and the Environment , and Transportation and Hazardous Materials. Rowland was very active in his last term, proposing and co-sponsoring legislation through his membership in various committees. Of note are Cyndi's defense files, which document both national and Georgia-related defense issues, particularly the three bases in Rowland's district (after redistricting in April 1992): Marine Corps Logistics Base in Albany, Moody Air Force Base in Valdosta, and Robins Air Force Base in Warner Robins. As chairman of the Middle Georgia Military Affairs Committee, Rowland worked closely with the Georgia House and Senate delegation to support the interests of these installations, especially during the early 1990s when there were threats of base closures in his district. Legislative assistants Elizabeth Nisbet, Joy Lee, and Joanna White worked with many of Cyndi's legislative topics immediately prior to her arrival on Rowland's staff. Cyndi's original filing system housed papers in expandable file, each of which was labeled in a different color of marker according to topic or committee. To maintain the color-coding of the files after rehousing in acid-free files, a color is indicated in brackets on each file tab and in the box list. Letters to Constituents [Legislative Mail] is organized by date of reply. Topics and legislative issues cover those in Cyndi's purview. Of primary interest to Georgians in Rowland's district at this time were the issues of gun control and the Brady Bill, military issues such as gays in the military and women in combat, and issues surrounding the National Endowment for the Arts. box folder Request box 272 1 Appropriations [Purple] - 102nd Congress, 1992 272 2 Appropriations [Purple] - Campaign Finance Reform, 1993 272 3 Appropriations [Purple] - D.C. 10. Joanna Kile White
, 1986-1994Joanna Kile White joined Rowland's staff as a legislative assistant for a short period of time, from July 1992 through 1993, the first session of the 103rd Congress. Prior to her work with Rowland, Joanna served as a legislative assistant to Representative Terry L. Bruce of Illinois.Joanna's files are organized chronologically by legislative topic and are legislative research files. She was responsible for handling select Energy and Commerce legislative issues, such as long-term care insurance, food safety, the Clean Air Act, and the Resource Conservation and Recovery Act (RCRA). She also handled transportation legislation related to Wayports, a system of rural airports proposed by Rowland to alleviate congestion at busier airport facilities around the country. Joanna's files document Rowland's active legislative interests from the late 1980s through 1993. Her files reflect several previous "owners": Health-related files had been previously kept by Adam Jablonowski (1986), Cleo Caldwell (1987), Chris Hunt and Kathy Hennemuth (1988-1989). Other Energy and Commerce issues were mostly handled by Karen Mogan and were passed to Joanna when Karen left the staff in 1992. box folder Request box 303 1 HR 3491 Long Term Care Insurance , 1986-1989 303 2 HR 3491 Long Term Care Insurance: Collins Bill-Long Term Care Standards, 1987, 1992 303 3 HR 3491 Long Term Care Insurance: Georgia's Information on Long Term Care, 1992 303 4 HR 3491 Long Term Care Insurance: HR 1205, 1987-1989, 1993 303 5 HR 3491 Long Term Care Insurance: HR 1933 Work Folder, 1993 303 6 HR 3491 Long Term Care Insurance: HR 1933 Regulations of Long Term Care Insurance Policies, Amend Internal Revenue Code of 1986, 1987, 1989, 1986, 1987, 1989 303 7 HR 3491 Long Term Care Insurance: HR 1933-Long Term Care 100th Congress Rowland's Bill, 1987-1990 303 8 HR 3491 Long Term Care Insurance: Cosponsorships for HR 1933, 1987, 1989 303 9 Clean Air Act-Conference, 1989-1991 box folder Request box 304 1 Clean Air Act (folder 1 of 2), 1990-1993 304 2 Clean Air Act (folder 2 of 2), 1990-1993 304 3 Clean Air Act - Final Summaries (folder 1 of 3), 1990 304 4 Clean Air Act - Final Summaries (folder 2 of 3), 1990 304 5 Clean Air Act - Final Summaries (folder 3 of 3), 1990 304 6 Open Remarks [Resource Conservation and Recovery Act (RCRA)], 1992 304 7 Issues Agricultural Composting Amendment [Resource Conservation and Recovery Act (RCRA)], 1992 304 8 Bottle Bill [Resource Conservation and Recovery Act (RCRA)], 1993 box folder Request box 305 1 Flow Control [Resource Conservation and Recovery Act (RCRA)], 1993 305 2 Flow Control [Resource Conservation and Recovery Act (RCRA)], 1992 305 3 Packaging, Recycling-American Frozen Food Institute (AFFI), Grocery Manufacturers of America (GMA), Foodservice and Packaging Institute (FPI) [Resource Conservation and Recovery Act (RCRA)], 1991-1992 305 4 Kaolin [Resource Conservation and Recovery Act (RCRA)], 1992 305 5 Dingell-Bilirakis Newsprint [Resource Conservation and Recovery Act (RCRA) Amendment], 1992 305 6 Wayport (folder 1 of 3), 1988-1990 305 7 Wayport (folder 2 of 3), 1988-1990 305 8 Wayport (folder 3 of 3), 1988-1990 box folder Request box 306 1 Food Safety - Administration, 1993-1994 306 2 Food Safety - Briefing, 1993 306 3 Food Safety - Correspondence, 1993 306 4 Food Safety - Dear Colleagues, 1992-1993 306 5 Food Safety - Memos, 1993 306 6 Food Safety - Bill Summary, 1991, 1993 306 7 Food Safety - News Articles, 1989-1994 306 8 Food Safety - Players, 1990-1994 306 9 Food Safety - Reports (folder 1 of 2), 1989-1992 306 10 Food Safety - Reports (folder 2 of 2), 1989-1992 306 11 Food Safety - What About Pesticides and Fertilizers?, 1989 306 12 Food Safety - Miscellaneous: Joint Hearing on Pesticides-Meeting with Administration (folder 1 of 2), September 21, 1993 306 13 Food Safety - Miscellaneous: Joint Hearing on Pesticides-Meeting with Administration (folder 2 of 2), September 21, 1993 box folder Request box 307 1 Miscellaneous: Food Safety Facts-Grocery Manufacturers of America (GMA), 1992-1993 307 2 Food Safety - Miscellaneous (folder 1 of 3), 1988-1993 307 3 Food Safety - Miscellaneous (folder 2 of 3), 1988-1993 307 4 Food Safety - Miscellaneous (folder 3 of 3), 1988-1993
