Collection DescriptionBiographical NoteJ. Phil Campbell, Sr. (1878-1944) devoted his career to agricultural policy, particularly the Extension Service. At the age of 17, he became a teacher in Temple, Georgia, the first agricultural high school in state. In 1907, he became the state agent for South Carolina for the Farmers' Cooperative Demonstration Work (which later became the Extension Service). From there, he went on to serve as regional supervisor of the Farmers' Cooperative Demonstration Work for the southeastern states, as State Agent and head of cooperative extension work between the Georgia State College of Agriculture and the U.S. Department of Agriculture (1910-1915), and Georgia Director of Extension (1915-1934). In 1935, Campbell went to Washington D.C. to serve in the Agricultural Adjustment Administration (AAA). He was responsible for land use programs for areas no longer producing cotton and tobacco, landlord-tenant relationships under AAA contracts, and the cooperative program of agricultural rehabilitation and WPA rural projects. He later became Assistant Chief of the Soil Conservation Service, being instrumental in establishing Soil Conservation Districts nationwide. Campbell continued to serve in this role until his death on December 11, 1944. Scope and ContentThe J. Phil Campbell, Sr. Papers document his work with the U.S. Department of Agriculture and include correspondence, materials related to the National Honors Extension Fraternity Epsilon Sigma Phi, reports about soil conservation, histories that Campbell wrote about the USDA, and clippings about his life and career.
