Abstract: The materials in this collection have been gathered by Alvan S. Arnall, son of Governor Ellis G. Arnall. Ellis Gibbs Arnall was Attorney General of Georgia from 1939 to 1941 and was governor of Georgia from 1943 to 1947. The majority of this collection includes research materials used for Arnall's biography, The Politics of Change in Georgia: A Political Biography of Ellis Arnall, written by Harold Paulk Henderson. Files include correspondence, clippings, programs, speeches, research materials, resolutions, and bills. Materials are a mix of original documents and photocopies. Other papers in this collection document portions of Arnall's legal career and his campaigns.

Collection Description

Biographical Note

Ellis Gibbs Arnall was born in Newnan, Georgia on March 20, 1907. He graduated from The University of the South in Sewanee, Tennessee in 1928, and earned his law degree from the University of Georgia Law School in 1931. Arnall entered politics in 1932 as a member of the Georgia House of Representatives, a position he held for four terms. He would go on to serve as Speaker of the House in 1933 and 1935, and was Attorney General from 1939 to 1943. In 1942, Arnall won the Democratic gubernatorial nomination and served as Governor of Georgia from 1943 to 1947.

During his tenure as governor, Arnall worked on attaining accreditation of the university system, established a teachers' retirement system, reformed the state's penal system, lowered the voting age to 18, eliminated the poll tax, created a merit system for state employees, and endorsed a new state constitution. Also during Arnall's tenure, the state's debt was reduced, the governor's pardoning power was eliminated, and campaign laws were improved. After leaving office on January 14, 1947, Arnall returned to his law career in Newnan. In 1949, he co-founded Arnall Golden & Gregory, LLP with Sol I. Golden and Cleburne Gregory, Jr.

Arnall also served as director of the Office of Price Stabilization in 1952 and ran unsuccessfully for governor a second time in 1966. Governor Ellis G. Arnall died on December 13, 1992.

Alvan S. Arnall, son of Ellis G. Arnall, was born in Newnan, Georgia in 1938. Like his father, he attended The University of the South and earned his law degree from The University of Georgia Law School. Alvan Arnall served three years active duty as an officer in the U.S. Marine Corps before joining Arnall, Golden & Gregory, LLP where we worked in corporate law for 32 years. Alvan Arnall passed away following a long battle with cancer in 2012.

Scope and Content

The Alvan S. Arnall Collection of Ellis G. Arnall Materials consists of research materials gathered by Alvan S. Arnall on the subject of his father, Ellis G. Arnall. The collection is comprised of primarily research materials to write The Politics of Change in Georgia: A Political Biography of Ellis Arnall. This collection also includes files from Arnall's law office (Arnall, Golden & Gregory, LLP) which contain speeches, clippings, programs, and correspondence. Other files in this collection include some materials documenting Arnall's campaigns, legal career, and transcripts of speeches.
