Janet B. Scarborough Merritt was elected to represent the Sumter County (at the time, the 68th district) in the Georgia State
House in 1964. The only woman in the Georgia State House of Representatives when she was elected, and the first to represent
Sumter County, Merritt called herself a "full-time" representative. The topic of the role of women in government is thoroughly
documented throughout Merritt's speeches and writings. She served four terms in that position: she was elected again in 1966,
in 1968 (after reapportionment combined Sumter with Macon and Schley counties into the new 46th district), and in 1970. In
1972, after a second reapportionment, Merritt was defeated for re-election by her former colleague in the House, Oliver Oxford,
in a run-off. Merritt ran against Oxford a second time in the 1974 election, but was again narrowly defeated in a run-off.
The collection documents Merritt's campaigns, her time in the state legislature and her community activities including heavy
involvement in the Daughters of the American Revolution (D.A.R.) Of particular note are materials documenting Merritt's ongoing
battle to change Georgia's state flag. In 1969, Merritt sponsored a bill to change the Georgia flag adopted in 1955, shortly
after the Brown v. Board of Education Supreme Court ruling, back to the 1879 version, which did not include the Confederate
battle flag. Included in the collection are speeches, notes, journals, correspondence, clippings, photographs, artifacts,
and audiovisual material.

Committees on Armed Services and Foreign Relations from Russell's perspective. The four subseries are correspondence file,
subject file, hearings materials, and committee prints. This series includes correspondence, reports, memoranda, briefs, newspaper
clippings, speeches, press statements, and printed materials. The hearings materials consist of an accordion folder and a
black notebook, which was carried by Senator Russell to the hearings. Both contain notes written by Russell during the hearings,
speeches and statements by Russell, analyses of testimony for purposes of strategy, hearing summaries, and printed reports.

J. Roy Rowland (b. 1926) who served twelve years as a Democrat from Georgia, 1983-1994. Rowland represented Georgia's 8th
District, which included the cities of Macon (1983-1994), Albany, Valdosta, and Warner Robins (added to district in 1992).
Rowland served on the Energy and Commerce Committee, the Veterans' Affairs Committee, the Public Works and Transportation
Committee, and the Select Committee on Children, Youth and Families. He also was significantly involved in the National Commission
on Acquired Immune Deficiency Syndrome (AIDS), the National Commission to Prevent Infant Mortality, and the Congressional
Sunbelt Caucus in addition to other memberships on boards, task forces, and caucuses. A medical doctor, Rowland's primary
legislative interests focused health issues. Rowland also authored or supported legislation in the areas of transportation,
agriculture, education, defense, the environment, and foreign affairs. Series VI: Audiovisual includes campaign ads, House
of Representatives footage, news footage, interviews featuring Rowland, and policy-related media.

The Richard B. Russell, Jr. Collection, Subgroup C, Series XIII. Kennedy Assassinations concerns both the homicides of John
F. Kennedy and his brother, Robert F. Kennedy. The majority of the documents, however, relate to the president's assassination
and the subsequent findings of the Warren Commission. The files of this series include information prompted by the investigation,
correspondence, reports, testimony transcripts, book manuscript drafts and proofs, memoranda, evidential material, manuscript
drafts and proofs of the final commission report and clippings pertaining to the assassinations, the commission reports, and
other related topics. Other material related to this series is in the Dictation series and in the Intra-Office Communications
series of the Winder Papers. Any additional non-textual materials originally filed with papers were removed for preservation
purposes and improved access. These materials include photographs, audiovisual items, scrapbooks, vertical files, memorabilia,
and books.

The Alexander S. Clay Papers is one of the earliest collections of Congressional papers held by the Russell Library and documents
the beginnings of modern, federal policy-making in the twentieth century. The collection consists of correspondence between
Senator Clay and his constituents, government officials and public servants, members of his family, and others between 1900
and 1914. Most of the letters are incoming correspondence. Topics discussed in the correspondence include the appointment
of postmasters and other civil servants, nominations for students seeking admission to the United States Military Academy
(West Point) and Naval Academy (Annapolis), tariffs and international trade legislation, the opening of the Panama Canal,
U.S. Supreme Court cases and justice appointments, women's suffrage, Prohibition, Georgia gubernatorial elections, the 1908
presidential election, expansion of rural postal delivery service, relations between the United States and the Philippines,
and the 1910 federal census. Also included in the collection are letters received after Clay's death, a photograph, postage
stamps, and U.S. Army records from the 31st Regiment of the Georgia Volunteer Infantry (which Clay's son, Frank Butner Clay,
served in as a captain) that were collected by the Clay family.

Richard B. Russell, Jr. Collection, Subgroup E, Series V: Artifacts include Russell's Senate office furnishings, the chair
he used on the Senate Floor, his campaign ephemera, cartoons and artwork, and his official and personal gifts. Of significant
interest is his childhood baseball card collection; there are approximately 1100 tobacco cards dating from the period 1911-1913,
and most are in very good condition. Throughout his public service career, Russell received many plaques, citations, proclamations,
honorary degrees, resolutions, and presentation certificates. Some of the more prestigious were honorary degrees from Oglethorpe
University and John Marshall University, the James Forrestal Award, the Mississippi Distinguished Civilian Service Award,
the Great American Award, and others from military, agricultural, business, and civic groups.

Hugh Peterson (1898-1961), of Ailey, Georgia, served as a representative to the Georgia legislature from 1923 to 1931, a state
senator from 1931 to 1932, and a United States Representative from Georgia's First Congressional District from 1934 to 1946.
His wife, Patience Elizabeth Russell Peterson (1902-2002), was the daughter of Judge Richard B. Russell, Sr. and sister of
Senator Richard B. Russell, Jr. Peterson was heavily involved in creating the Georgia State Government Reorganization Bill
of 1931 and, as a U.S. Representative, was active in sponsoring farm legislation. His congressional work included service
on the Transportation, Territories, Rivers and Harbors, Public Lands, and Elections committees. After losing the 1946 election
to Prince Preston of Statesboro, Peterson worked with General Lucius Clay in Germany in 1947 as a consultant. After his return,
he devoted his time to practicing law in Ailey and serving as a lobbyist in Washington, D. C., for various businesses with
interests in Georgia. The collection includes political, business and personal papers as well as campaign memorabilia, photographs,
artifacts, maps, and books, all generated and collected by Hugh Peterson, Sr. The collection documents Hugh Peterson, Sr.,
Patience Russell Peterson (wife), Hugh Peterson, Jr. (son), their extended family (the Petersons and the Russells), and persons
active in Georgia politics as well as members of Congress, other politicians and various business people active in Washington,
D.C. during the 1920s through the 1960s.
