Constituent Services series is organized in three subseries: A. Academies [Restricted], B. Projects and Grants, and C. Constituent Mail. The constituent mail makes up the majority of this series and contains mail on a variety of topics including form letter lobbies of Rowland and personal letters written about issues of interest to constituents. Correspondence about specific legislation is typically filed in Series II. Legislative with the staff member who handled the topic in question. In this series, however, most constituent letters do not have a personal reply from Rowland or his staff representative, but received a form reply, which is typically not attached to the letter, but filed with other form responses (see 2. Computer Mail, 103rd Congress for form replies, 1991-1994 and Series II. Legislative, A. Legislative Directors' Files, Kathy Bryant Hennemuth's Legislative Mail for early form responses). The only exception to this type of form reply is Intergovernmental Affairs Mail, which did receive personal responses from a staff member and/or Rowland.

This collection contains documents originating from Ambassador Adelman's state senate campaign committee, his state senate office, and his ambassadorial staff. Campaign files are mostly composed of mailers, flyers, signs, and campaign memorabilia distributed by the Friends of David Adelman. It includes a full run of newsletters sent to constituents, letters from the campaign committee, and other correspondence. Files from the state senate office include both legislative and political files. Legislative files document bills introduced by Adelman, including the Darfur sanctions bill (SB 170), post-conviction DNA testing bill (SB 119), campus police open records act (SB 153), and the domestic violence shelter protection act (SB 147). It also includes research materials on legislation affecting stem cell research, casino gaming, speed limits, and the Georgia corporate code; and records of Senator Adelman's activities on the Commission on Children, Marriage, and Family Law. Political files are composed mostly of press clippings and correspondence with advocacy groups and members of the General Assembly. The ambassadorial papers include documents collected by Adelman and his staff to prepare for his confirmation hearings, trip files and itineraries, selected speeches, and correspondence with organizations and individuals involced in foreign trade and finance, including the Asia-Pacific Economic Cooperaton (APEC), the Association of Southeast Asian Nations (ASEAN), and the American Chamber of Commerce.

Roy Rowland Papers, Series II, Subseries A: Legislative Directors' Files documents the work of Rowland's two legislative directors, Rebecca Brady (1983-1988) and Kathy Bryant Hennemuth (1987-1994). Legislative research and bill files may contain any of the following: background materials about legislative issues, staffer notes, drafts and final copies of bills, "Dear Colleague" letters to/from other members of Congress, Rowland's statements made on the House floor, clippings, background memoranda from staff to Rowland, hearing statements by Rowland and others, and correspondence from lobbyists. Legislative mail contains letters to Rowland from constituents about legislation and copies of Rowland's responses. Mail files also include responses to constituents' telephone calls or visits to district offices and inquiries received at Rowland's Washington, D.C., office. Topics in the mail files usually reflect the staffer's assigned legislative topics. Speeches and statements files contain speeches and statements Rowland made on the House floor or in his district. Joe Wilkinson is a former member of the Georgia House of Representatives. He is a fifth generation Atlantan who graduated from the University of Georgia. After college, Wilkinson went to Washington to serve Presidents Ford and Reagan as a member of the White House Press Office. Wilkinson was also a member of the United States Naval Reserve, ultimately receiving the rank of Captain. He is a veteran of Desert Storm. Wilkinson represented District 52 in the Georgia Legislature from 2001 to 2017 and retired after 16 years of service. While in the House, Wilkinson worked on funding in the arts in Georgia and was a member of the House Ethics Committee. Wilkinson is currently the President of Fun Academy Studios. The Joe B. Wilkinson Papers primarily include those from Representative Wilkinson's time in office. This includes information for bills Wilkinson worked on, like Georgia Arts Funding and Adoptable dogs in Georgia. The collection also includes constituent information and information on the corporation of the city of Sandy Springs. The majority of the collection consists of physical files, but also includes seven panoramic photographs of the Georgia legislature from years 2003, 2005, 2007, 2009, 2011, 2013, and 2015.
