The Talmadge C. DuVall Papers is comprised of papers, photographs, and audiovisual materials which document the career of
Tal DuVall as an extension agent and then later on as a director for the Cooperative Extension Service at the University of
Georgia. The papers also document his career as a Commissioner for the Athens-Clarke County Unified Government. DuVall became
a part of the Cooperative Extension Service in 1956 as a county agent for Carrollton, Georgia. In 1965, he became the county
agent for Clarke County and eventually rose to the position of district and then university extension agent. This collection
is comprised of papers, photographs, and audiovisual material related to DuVall's careers in Cooperative Extension and the
Athens-Clarke County Unification Commission.

The W. Fred Orr and Fred Orr II Papers consists of papers, clippings, and photographs documenting the activities of W. Fred
Orr and his son, Fred Orr II. In particular, the collection includes papers regarding the 1983 case of the GSEA vs. Governor
George Busbee, challenging an early pension granted by the trustees of the Employees Retirement System based on Busbee's contention
that his constitutional inability to run for re-election was an "involuntary separation" as a state employee. Fred Orr II
represented the GSEA in the case. The GSEA was successful in its challenge of Busbee's claim, as well as influenced permanent
change in state legislation. The collection also includes certificates, photographs, and clippings detailing the career of
Fred Orr II with his involvement with the Walt Russell campaign for Dekalb County Commissioner as well as clippings detailing
his own attempt to run for Dekalb County Commissioner in 1970. This collection also includes clippings detailing Orr's role
as cross-examiner for the defense team for Mayor Bill Campbell's criminal trial.

The collection documents the growth and development of the City of Macon primarily during the administration of Mayor Charles
L. Bowden (1938-1947). Included are City of Macon financial statements (1928, 1937-1938); Macon Hospital Commission files
(1945-1952); correspondence and photographs documenting the commission of USS Macon (1945) and the Macon premiere of God is
my Co-pilot (1945); copies of Bowden's speeches and radio announcements; and general correspondence. Of note is the correspondence
with Carl Vinson, especially in relation to the commissioning of the USS Macon. Correspondence between Bowden, his wife, Urney
Fields Bowden, and their children, Charlotte and Patsy, illustrate family life in Macon in the 1930s and 1940s. The Bowden
and Fields families are documented through genealogical research files and correspondence (1883-1889) between Urney Bowden's
grandparents, W. G. Fields and Emma Massey (-1902). The papers include correspondence, photographs, scrapbooks, financial
reports, speeches and announcements, publications and clippings, and memorabilia.

This collection documents Mary Frances Early, the first African American to graduate from the University of Georgia. Ms. Early's
transcripts, grades, financial aid documents, photographs, diaries, and notebooks illustrate her student life. After graduating
from the University of Georgia in 1962, with her master's in music education, she worked for the Atlanta Public Schools and
was involved in local, state and national educational organizations. Ms. Early's involvement with organizations such as Georgia
Music Educators Association, National Endowment for the Arts, and Music Educators National Conference is illustrated by correspondence,
photographs, and speeches. Also included are materials regarding her education at Clark Atlanta University (1957) and honors
received from the University of Georgia Alumni Association and College of Education. The collection contains correspondence,
photographs, programs and event files, official documents from the University of Georgia, diaries, and notebooks.

In 1946, the Georgia Veterans for Majority Rule group brought forth two lawsuits against the Georgia Democratic Executive
Committee in objection to the county unit system. The Georgia Veterans for Majority Rule found the county unit system unconstitutional
which gave an overwhelming advantage for candidates to win votes in rural counties despite the fact that the population of
rural Georgia only comprised approximately one-third of the state's population. Earl Pope Cook was a Troup County native and
Army Signal Corps veteran who testified as a plaintiff in one of the two test suits against the Georgia State Democratic Executive
Committee and the Secretary of State, Ben W. Fortson.
