Clippings, correspondence, brochures, reports, and photographs illustrate the activities of the Southeastern Power Administration (S.E.P.A.) and area politicians in the years prior to and immediately after the authorization of the Trotters-Shoals (later Richard B. Russell) Dam. Items are arranged alphabetically by folder title and chronologically within each folder. Information on S.E.P.A., Clark Hill Dam and Hartwell Dam consist mainly of newsclippings from the 1950s. Material on two U.S. Congressional members consists mostly of newsclippings concerning 1960s elections of Representative Phil Landrum and biographical information on Senator Herman Talmadge. General correspondence and newsclippings from the early 1960s reflect Georgia dam and river development.
The majority of materials pre-date the involvement of Robert L. Williford in The Elberton Star and the Trotters-Shoals project. These files most likely come from the Elberton Star's previous editor and were acquired when Mr. Williford purchased the paper.
