2. Kathy Bryant Hennemuth, 1983-1994

Scope and content:

Kathy Bryant Hennemuth was a member of Rowland's staff for his entire congressional career, 1983-1994. Initially, she served as a staff assistant in the 98th Congress (1983-1984), and then as a legislative assistant in the 99th Congress (1985-1986). In the 100th Congress (1987-1988) she became the Legislative Coordinator, and later Legislative Director in the101st-103rd Congress (1989-1994). Kathy's files have been kept together in this series as she progressed through various roles in Rowland's office, except for her casework files that have been moved to Series III. Constituent Services.

Her files are organized in four sub-subseries: 1. Committees and Assignments, 2. Legislative Research Files, 3. Legislative Mail, and 4. Speeches. Arrangements within Committees and Assignments, and Legislative Research Files are alphabetical by committee/commission name or broad grouping of legislation (e.g., "General Legislation" and "Health Legislation"). Arrangement within each grouping or subgrouping is chronological by congress. Committees and Assignments documents Rowland's major health care initiatives (while Kathy was Legislative Coordinator and Director) through the following committees: Energy and Commerce Committee, National Commission on AIDS, National Commission to Prevent Infant Mortality, Sunbelt Caucus, Select Committee on Children, Youth, and Families, the Biomedical Ethics Board, various other caucuses. Legislative Research Files contains the topics of agriculture, education, and interior (Kathy handled as a staff assistant) as well as general health care legislation and a small amount of non-health care related legislation (while Kathy was Legislative Assistant, Coordinator, and Director). Legislation that Rowland created through other congressional groups not in Committees and Assignments, such as the Rural Health Care Coalition, are located with these files.

Legislative Mail consists of two groupings—"Computer Letters" and "Constituent Mail." "Computer letters" are form response letters from Rowland relating to a variety of issues. This group also contains legislative assistants Adam Jablonowski, Cleo Caldwell, and Elizabeth Nisbet's form responses that were transferred to Kathy in her role as Legislative Coordinator/Director after these staff members left the office. These form replies are not associated with specific constituent letters. "Constituent Mail" contains letters from constituents with a copy of Rowland's response. The mail topics mainly reflect Kathy's specialties of health and agriculture.

Speeches includes speeches and statements delivered by Rowland regarding agriculture and other legislative topics. The subseries also includes materials and correspondence relating to Rowland's agriculture advisory committee in the 8th District and a selection of administrative assistant Selby McCash's press releases.
