This file on people, according to Barboura (Babs) Raesly, Senator Russell's personal secretary (1957-1971), was considered special and was housed separately. It is recognized that folder headings reflect filing changes over the years. Researchers interested in Civil Rights would certainly want to look at this subseries, for Russell's staff attempted at one time to maintain a Civil Rights Special Names file. Special name files also appear in the Speech/Media and Legislative Series, but these were not considered political in nature.
