Biographical Note

Hugh Howell was a lawyer and longtime associate of Eugene Talmadge, having worked on Talmadge's campaign for Commissioner of Agriculture in 1926. In 1935, then-Governor Talmadge rewarded Howell's service by appointing him as head of the state Democratic Party to replace Roosevelt loyalist and New Dealer John S. Cohen.

Governor Talmadge was term-limited from running again in 1936. Howell announced his candidacy, counting on getting support from Talmadge. Instead of supporting Howell, Talmadge gave his endorsement to Charles Redwine, who was defeated by Ed Rivers in the Democratic primary—tantamount to winning the election in the one-party Georgia of the 1930s.

In 1938, while Talmadge mounted a primary campaign against U.S. Senator Walter George, Howell ran again for governor. Both Howell and Talmadge lost in the Democratic primary, but the latter refused to concede victory in the senate race. Talmadge attempted to use the state party convention to overrule the results of the primary. In return for Howell's assistance with this scheme, Talmadge promised to support him for governor in 1940, but Howell refused.

Howell went on to mount a third, brief attempt at the governorship in 1940 without Talmadge's support. Talmadge himself went on to win the primary for his third term as governor of Georgia.

Scope and Content

The collection consists of three bulletins produced by the short-lived Howell gubernatorial campaign in 1940. The bulletins are written in the format of a newspaper, offering favorable coverate of Howell's qualifications and campaign promises.
