Historical Note

"The Formation of the Pell Grant Program: The Contribution of Walter F. Mondale" was written by Delmer D. Dunn, Regents Professor Emeritus of Public Administation and Policy at the University of Georgia. Dunn's writing on the topic focuses on the creation of legislation around the Pell Grant, and Senator Walter Mondale's role in its creation.

In 1972, the Higher Education Act of 1965 was amended to give federal aid directly to students instead of institutions. These amendments also created the Basic Educational Opportunity Grants, later renamed to the Pell Grant in honor of Senator Claiborne Pell for his work in the creation of the program. The Pell Grant is dispersed to students based on economic need, and can be used at any post-secondary institution.
