Collection Description

Biographical Note

James L. Pannell, a state representative from Georgia's 122nd District, was born in Atlanta on September 12, 1948 and grew up in Chatsworth, GA. He graduated from the University of Georgia in 1970 with a B.B.A. in economics. He was commissioned as a lieutenant in the U.S. Army Reserve (Corps of Engineers) in 1970, serving in the active reserves until 1978. In 1971, Pannell was a legislative assistant to U.S. Senator Richard B. Russell and, following Senator Russell's death, continued under U.S. Senator David H. Gambrell. In 1974, he received his J.D. degree from the University of Georgia School of Law and joined the law firm Oliver Maner & Gray.

A member of the Georgia House of Representatives from 1985 to 1990, Pannell served on the Ways and Means, Judiciary, Natural Resources, and Health and Ecology Committees. During his tenure in the General Assembly, Pannell, a Democrat, was noted for his work on healthcare, historic preservation, tax and environmental legislation. He also sponsored several important measures of local concern, including the Chatham Area Transit Authority Act, which reorganized public transportation in the Savannah area in 1986, the Chatham-Savannah Youth Futures Authority (1988), and the Chatham-Savannah Authority for the Homeless (1989).

Pannell is currently a partner with the law firm Gray Pannell & Woodward practicing primarily in the areas of municipal bonds, civil litigation and business law. He is married to the former Karen Bedingfield and has two children.
