Abstract: The collection consists of the congressional papers of Maston E. O'Neal, Jr. from 1962-1972. Includes personal and official correspondence, speeches, financial records, press releases, appointment books, news clippings, photographs, and printed materials reflecting O'Neal's activities in Congress. The materials particularly document his committee work regarding civil rights, agriculture, forestry, dairy and poultry, oilseed (peanuts), and rice concerns. Correspondents include Jimmy Carter, Lester Maddox, Carl Sanders, and Howard H. "Bo" Callaway.

Collection Description

Biographical Note

Maston Emmett O'Neal, Jr. was born in Bainbridge, Decatur County, Georgia, on July 19, 1907. O'Neal graduated from Davidson College with an A.B. in 1927. He attended Lamar School of Law, Emory University and was admitted to practice law in the Albany, Georgia circuit on January 16, 1930. O'Neal married the former Charlotte Tyson on June 4, 1934 with whom he had two children, Susan Charlotte (Bowden, Donaldson) and Maston Emmett, III. O'Neal later married the former Frances McKibben with whom he had two stepchildren, Dr. James M. Allen and Annice Garrett. O'Neal served as solicitor general of the Albany Judicial Circuit from January 1941 to May 1964. He was re-elected five times to four-year terms without opposition, including one term in absentia while in naval service. During World War II, O'Neal served as lieutenant in the United States Naval Reserve (Amphibs), Pacific Theater, 1944-1946, aboard USS Presidio (APA-88). O'Neal was also the first president of the Solicitors General Association of Georgia. He is former director of the National Association of County and Prosecuting Attorneys. In 1965, he was elected as a Democrat representing Georgia 's Second District and served until 1971, excluding the year 1970. During his tenure, Mr. O'Neal served on the House Committee on Agriculture. From 1966 to 1971, he chaired the subcommittee on Oilseeds (Peanuts) and Rice. He also served on the Forestry Subcommittee and the Dairy and Poultry Subcommittee. He was a strong advocate of farm programs, particularly peanuts. His southwest Georgia district produced nearly one-fourth of the nation's peanut crops. O'Neal died on January 9, 1990 and was interred in Oak City Cemetery in Bainbridge, Georgia.

Scope and Content

The Maston O'Neal Papers document O'Neal's service (1965-1971) in the U.S. House of Representatives as the delegate from the Second District of Georgia (Baker, Brooks, Calhoun, Clay, Colquitt, Crisp, Decatur, Dougherty, Early, Grady, Miller, Mitchell, Quitman, Randolph, Seminole, Terrell, Thomas, Tift, Turner, and Worth Counties). The papers consist of personal and official correspondence, speeches, financial records, press releases, appointment books, news clippings, photographs, and printed materials. Correspondents include Jimmy Carter, Lester Maddox, Carl Sanders, Senators Richard B. Russell and Herman E. Talmadge, Congressmen Fletcher Thompson, G. Elliot Hagan, Charles Weltner, Howard Callaway, Robert G. Stephens, and Phil Landrum.

Organization and Arrangement

The papers are arranged in twelve series: I. Legislation; II. Departmental; III. General; IV. Speeches; V. Personal; VII . Political; VIII. Intra-Office; IX. Newspaper Clippings and Programs; X. Case Mail [Closed]; XI. Cross Reference Copies [Closed]; and XII. Photographs. Series VI. Additional Materials is no longer extant as these files have been interfiled in the appropriate series.
