Abstract: The John C. Foster, Sr. Papers contain materials related to his time in office as a Georgia State Senator from 1975 to 1993. Senator Foster represented the Fiftieth District in North Georgia. The John C. Foster, Sr. Papers include constituent correspondence and issue mail, bill files, news clippings, speeches, campaign and political files, and photographs and artifacts.
John C. Foster served as a state senator for the Fiftieth District of Georgia, which included Habersham, Stephens, Dawson, Lumpkin, Rabun, Towns, Union, and White Counties in the North Georgia Mountains from 1975 to 1993. He graduated from Piedmont College with a Business Administration Degree and was awarded an Honorary Doctor of Law degree. In addition to serving in the State Senate for eighteen years, Foster was a businessman who owned a broom company and a radio station in his hometown of Cornelia, Georgia. He was a member of the Habersham County Rotary Club, the First Baptist Church, and he served on the Board of Trustees for Piedmont College.
Senator Foster served as the Chairman of the Education Committee, the Secretary of the Corrections Committee, and as a member of the Appropriations and Agriculture committees. Between 1975 and 1993 he served on the following sub committees: Continuation, K-12 Appropriations, Probation, Pardons, and Paroles and Corrections. Foster introduced bills in the senate related to state government and taxation issues, social programs, insurance, and education. Foster was especially interested in and advocated for a number of reforms in state education legislation including raising standards for teachers and increasing funding.

Series I. Constituent Services Records contains Senator Foster's issue mail and correspondence from his time in office from 1975-1993. Series II contains Legislative Records of Committee and Bill Files. Series III. contains Press Relations and Media Activities materials like news clippings and speeches. Series IV. Political Records includes Foster's political campaign files, political finance files, and political and administrative files. Series V. Photos contains official portraits and staged photographs for public relations from Foster's tenure in office. Series VI. Artifacts contains political ephemera and artifacts associated with Senator Foster's tenure in office.
The papers are arranged into six series: Series I. Constituent Services Records, Series II. Legislative Records, Series III. Press Relations and Media Activities, Series IV. Political Records, Series V. Photos, and Series VI. Artifacts.
