This series is primarily composed of papers from Merritt's time serving in the Georgia State House, from 1964 to 1972, although it also includes a few items (correspondence with past colleagues, legislative publications, later additions to old notebooks) dating from after her 1972 re-election defeat by Senator Oliver Oxford. The legislative series is divided into six sub-series; correspondence is the most substantial of these. Topics covered in this series include a variety from fire ants, fluoridation, and mobile homes (in the correspondence sub-series) to political gossip (in the notes and schedules sub-series).

Merritt was a popular topic for both the Americus and the Atlanta papers, especially during her first term, at which point she was the only woman in the state legislature. Arranged chronologically, the majority of this series consists of black and white and color photographs depicting the legislative activities of Janet Merritt from 1965 to 1972. Included in this series are images of Carl Sanders, Lester Maddox, Jimmy Carter, Ben Fortson, George L. Smith, George T. Smith, Oliver Oxford, and other state representatives. Also there are several images of D.A.R. events, Merritt's scrapbook from 1927, and two scrapbooks belonging to Mrs. Kate Thornton, dating from 1900 to 1947. The Thornton materials were purchased by Merritt at an estate sale and document a woman's life in Georgia at the turn of the twentieth century.
