II. Legislative The Legislative Series is organized in two subseries, Legislative Directors' Files and Legislative Assistants' Files and documents the work of Rowland's two legislative directors, Rebecca Brady (1983-1988) and Kathy Bryant Hennemuth (1987-1994), and ten legislative assistants in his Washington, D.C., office. Within each subseries files are arranged according to each staffer's filing system, although most systems are similar. Below are descriptions of the most common types of file groupings. Legislative research and bill files may contain any of the following: background materials about legislative issues, staffer notes, drafts and final copies of bills, "Dear Colleague" letters to/from other members of Congress, Rowland's statements made on the House floor, news clippings, background memoranda from staff to Rowland, hearing statements by Rowland and others, and correspondence from lobbyists. When arranged, files are arranged by committee or topic. Legislative mail contains letters to Rowland from constituents about legislation and copies of Rowland's responses. Mail files also include responses to constituents ' telephone calls or visits to district offices and inquiries received at Rowland's Washington, D.C., office. Topics in the mail files usually reflect the staffer's assigned legislative topics. Subject files may be either a mix of legislative research files and mail files or just mail files. Often seen in early staffers' filing systems. Speeches and statements files contain speeches and statements Rowland made on the House floor or in his district. See Series IV. Press and Series I. Administrative for additional speeches and statements. The Legislative Series' main strength is health care legislation and related committee work (e.g., Energy and Commerce Committee, Veterans Affairs Committee, National Commission on AIDS, National Commission to Prevent Infant Mortality, Select Committee on Children, Youth and Families), and to a lesser extent the topics of transportation (Public Works and Transportation Committee), agriculture, education, defense, the environment, and foreign affairs.

1. Rebecca H. (Becki) Brady
, 1983-1992 Rebecca H. (Becki) Brady was an original member of Rowland's staff who served initially as a legislative assistant (98th Congress, 1983-1984) and then as Legislative Director (99th-100th Congress, 1985-1988).Files are organized as one group, chronologically by congress, and in content are either legislative research or subject files (constituent correspondence). Files from the 98th Congress consist of constituent correspondence filed roughly alphabetically by topic. Research files are intermingled with her subject files. Her files reflect Rowland's first committee assignments and appointments: Public Works and Transportation, Veterans Affairs (Hospitals and Health Care Subcommittee), Select Committee on Children, Youth, and Families. Becki also worked with legislative assistant Chris Hunt during the 98th Congress, and his files contain additional legislative correspondence drafted by Becki on various topics. box folder Request box 1 1 Agencies, 1983 1 2 Appropriations, 1983 1 3 Banking, 1983 1 4 Budget, 1983 1 5 Budget, 1983 1 6 Diagnosis Related Group (DRG) and Medicare, 1983 1 7 Education and Labor, 1983 1 8 Energy and Commerce (folder 1 of 3), 1983 1 9 Energy and Commerce (folder 2 of 3), 1983 1 10 Energy and Commerce (folder 3 of 3), 1983 1 11 Foreign Affairs, 1983 1 12 Foreign Affairs; Continuing the Export Restrictions on Alaskan Oil, 1983 1 13 For Energy Security and US Jobs Keep Alaskan Oil in America Government Operations (OPS), 1983 1 14 Health, 1983 box folder Request box 2 2 Home Health, 1983 2 2 Home Health: American Diabetes Association, 1983 2 3 House Administration, 1983 2 4 Interior/Insular [Affairs], 1983 2 5 Judiciary, 1983 2 6 Merchant Marine, 1983 2 7 Miscellaneous (folder 1 of 3), 1983 2 8 Miscellaneous (folder 2 of 3), 1983 2 9 Miscellaneous (folder 3 of 3), 1983 2 10 Miscellaneous [Ways and Means-related Correspondence], 1983 2 11 Post Office and Civil Service (CS), 1983 box folder Request box 3 1 Public Works and Transportation, 1983 3 2 Science and Technology [Empty], 1983 3 3 Select Committee, 1983 3 4 Small Business, 1983 3 5 Social Security-General, 1983 3 6 Surface Transportation Assistance Act, 1983 3 7 Tax Policies, 1983 3 8 Veterans Affairs [RESTRICTED] , 1983 3 9 Withholding, 1983 box folder Request box 4 1 Airline Slots 4 2 Airport Bonds 4 3 Air Traffic 4 4 [Air Traffic Control] 4 5 Air Traffic Control System 4 6 [American Enterprise Institute Legislative Analysis] 4 7 Aviation Trust Fund 4 8 Capital West Front [Empty] 4 9 Farescan, Inc. 2. Kathy Bryant Hennemuth
, 1983-1994 Kathy Bryant Hennemuth was a member of Rowland's staff for his entire congressional career, 1983-1994. Initially, she served as a staff assistant in the 98th Congress (1983-1984), and then as a legislative assistant in the 99th Congress (1985-1986). In the 100th Congress (1987-1988) she became the Legislative Coordinator, and later Legislative Director in the101st-103rd Congress (1989-1994). Kathy's files have been kept together in this series as she progressed through various roles in Rowland's office, except for her casework files that have been moved to Series III. Constituent Services. Her files are organized in four sub-subseries: 1. Committees and Assignments, 2. Legislative Research Files, 3. Legislative Mail, and 4. Speeches. Arrangements within Committees and Assignments, and Legislative Research Files are alphabetical by committee/commission name or broad grouping of legislation (e.g., "General Legislation" and "Health Legislation"). Arrangement within each grouping or subgrouping is chronological by congress. Committees and Assignments documents Rowland's major health care initiatives (while Kathy was Legislative Coordinator and Director) through the following committees: Energy and Commerce Committee, National Commission on AIDS, National Commission to Prevent Infant Mortality, Sunbelt Caucus, Select Committee on Children, Youth, and Families, the Biomedical Ethics Board, various other caucuses. Legislative Research Files contains the topics of agriculture, education, and interior (Kathy handled as a staff assistant) as well as general health care legislation and a small amount of non-health care related legislation (while Kathy was Legislative Assistant, Coordinator, and Director). Legislation that Rowland created through other congressional groups not in Committees and Assignments, such as the Rural Health Care Coalition, are located with these files.Legislative Mail consists of two groupings—"Computer Letters" and "Constituent Mail." "Computer letters" are form response letters from Rowland relating to a variety of issues. This group also contains legislative assistants Adam Jablonowski, Cleo Caldwell, and Elizabeth Nisbet's form responses that were transferred to Kathy in her role as Legislative Coordinator/Director after these staff members left the office. These form replies are not associated with specific constituent letters. "Constituent Mail" contains letters from constituents with a copy of Rowland's response. The mail topics mainly reflect Kathy's specialties of health and agriculture. Speeches includes speeches and statements delivered by Rowland regarding agriculture and other legislative topics. The subseries also includes materials and correspondence relating to Rowland's agriculture advisory committee in the 8th District and a selection of administrative assistant Selby McCash's press releases. The majority of related press materials resides in Series IV. Press and Series I. Administrative. a.
