In his various campaigns for governor, he was a constant political rival of Hoke Smith (US Secretary of the Interior, 1893-1896; Governor of Georgia, 1907-1909 and 1911, and US Senator 1911-1920).

As governor, Brown was an advocate for Prohibition. He also enacted laws requring the licensure of automobiles and handguns. Brown ran against Smith again in 1914 for the US Senate but was defeated. During the election and for sometime afterwards, Brown involved himself in the Leo Frank case by publishing a series of antisemitic articles in several Georgia newspapers.
