Chatham-Savannah Citizen Advocacy Records
Collection DescriptionHistorical NoteIn 1975, the Developmental Disabilities Services and Facilities Construction Act required every state to establish protection and advocacy offices to support individuals with disabilities. While many states responded by creating legal aid or case management agencies, Georgia chose a different path by investing in citizen advocacy. This decision led to the creation of the Georgia Advocacy Office in 1977, with a mission to "provide protection of and advocacy for people being abused, neglected, or excluded because of disability." The Savannah branch of the Georgia Advocacy Office was established in 1978. In 1983, Chatham-Savannah Citizen Advocacy became an independent nonprofit organization after securing its own 501(c)(3) status. CSCA has three full-time staff members governed by a Board of thirteen local citizens. CSCA is a community-based non-profit dedicated to a single mission: "to recruit, match and offer training to private citizens who become advocates." According to CSCA, there are two key principles in citizen advocacy matches: "1) Each citizen advocacy relationship is freely given, 2) Each citizen advocate is independent of human services, the citizen advocacy office, and, if necessary, his or her advocacy partner's family." This independence from human services empowers advocates to speak on behalf of their protégés with clarity and freedom. Scope and ContentThe Chatham-Savannah Citizen Advocacy Records document board minutes and correspondence, financial records, annual and monthly reports, advocacy orientation materials, and other administrative records; photographs and documents on past events; notes, correspondence, and research files of former Coordinator and Executive Director Tom Kholer; ended Advocate/Protege case files; artifacts, photographs; audiovisual material; and other materials documenting the organization, its advocacy principles, and programming. Photographs, Series VI. Audiovisual. Administrative InformationConditions Governing AccessThis collection contains matched case files (Series III. Case Files) that have been restricted until January 2100 to safeguard information that identifies private individuals unless given written permission by the CSCA for access.
