The collection consists of one handwritten letter: dated Sandy Grove, Jefferson County, Georgia, August 22, 1869, signed "Herschel V. Johnson," regarding a suggested plan to accept claims "to refund every dollar taken from individuals, on account of cotton subscribed [Confederate Government], but not delivered at the time of Lee's surrender..."
