Collection Description

Biographical Note

James Roy Rowland, Jr., was born in Wrightsville, Johnson County, Georgia, on February 3, 1926, to Superior Court Judge and Mrs. J. Roy Rowland, Sr. He attended Wrightsville Primary School and Wrightsville High School, graduating in 1943. He was also an Eagle Scout. Rowland briefly attended Emory University at Oxford, Georgia, as a pre-med student prior to his enlistment in the U.S. Army, serving from 1944 to 1946. He achieved the rank of sergeant and earned a Bronze Star. After returning from Europe, he attended South Georgia College, the University of Georgia, and eventually enrolled in the Medical College of Georgia where he earned his M.D. in 1952. Soon after, he established a family medical practice in Dublin, Georgia, which he maintained until 1980.

In 1976, Rowland ran for the 119th District seat (part of Laurens County) in the Georgia House of Representatives. He was elected and served three terms until 1982.

In 1982, he defeated incumbent Billy Lee Evans for the 8th District seat in the U.S. House of Representatives and served for six consecutive terms as a Democrat. In 1994, he chose not to seek reelection. When Rowland was elected in 1982, the 8th District consisted of the following thirty counties in middle and south Georgia, including the city of Macon: Appling, Atkinson, Bacon, Baldwin, Bibb, Charlton, Clinch, Coffee, Dodge, Glascock, Greene, Hancock, Jasper, Jeff Davis, Jefferson, Johnson, Jones, Laurens, Monroe, Pierce, Putnam, Taliaferro, Telfair, Treutlen, Twiggs, Ware, Washington, Wheeler, Wilcox, and Wilkinson. After redistricting in 1992, Rowland was reelected to the new 8th District in November. The district then comprised thirty-two counties, now including the cities of Macon, Warner Robins, Albany, and Valdosta: Atkinson, Ben Hill, Berrien, Bibb, Bleckley, Clinch, Coffee, Colquitt, Cook, Crisp, Dodge, Dooly, Dougherty, Echols, Houston, Irwin, Jeff Davis, Johnson, Jones, Lanier, Laurens, Lee, Lowndes, Pulaski, Telfair, Tift, Treutlen, Turner, Twiggs, Wheeler, Wilcox, and Worth.

As one of the few medical doctors in Congress (the only doctor in Congress from 1985 to 1988), Rowland capitalized on his experience as a family physician in a largely rural district of Georgia to develop new legislation and contribute to commissions, coalitions, caucuses, and task forces. Rowland belonged to the following House committees and subcommittees: Energy and Commerce Committee (1989-1994), Health and the previous hitEnvironment next hit subcommittee, Commerce, Consumer Protection, and Competitiveness subcommittee, Transportation and Hazardous Materials subcommittee; Veterans' Affairs Committee (1983-1994), Hospitals and Health Care subcommittee (chairman, 1993-1994), Housing and Memorial Affairs subcommittee; Public Works and Transportation Committee (1983-1989), Airports and Aviation subcommittee; Select Committee on Children, Youth and Families (1983-1994).

Rowland also served on a number of boards (e.g. Biomedical Ethics Board), coalitions (e.g., Rural Health Care Coalition), task forces (e.g., Conservative Democratic Forum: Education Task Force), caucuses (e.g., Congressional Sunbelt Caucus, Congressional Arts Caucus) and commissions, including many that were related to health care. Of particular note is his service on the National Commission on Acquired Immune Deficiency Syndrome (AIDS), an independent, bi-partisan commission charged with making recommendations to Congress and the president towards the creation of a uniform national policy on AIDS and HIV. Rowland drafted the legislation for the commission's founding (H.R. 2881) and Vice President George H. W. Bush appointed Rowland a member of the commission in 1988. Rowland was also appointed to the National Commission to Prevent Infant Mortality by the Speaker of the House Thomas P. O'Neil in 1987, and served as vice-chairman. This commission was charged with developing a uniform policy and making recommendations to Congress about infant mortality.

Rowland has received numerous awards, including Peace through Strength Award for his support of defense issues, the Guardian of Small Business Award, and the Legislator of the Year Award in Georgia (1986). In 1998, the Dublin Federal Courthouse was renamed the J. Roy Rowland Federal Courthouse in his honor.

After his congressional career, Rowland has continued to be active in public policy and health care. In 2003, Georgia Governor Sonny Perdue appointed Rowland to the Commission for a New Georgia to assist with health care issues in the state. In 2005, Perdue appointed him to the Board of Directors of Medical College of Georgia Health, Inc. He has also served as an Advisory Board member to Prevent Child Abuse, Georgia.

Rowland married Luella Price in 1945, and they have three children. Following his career in public service, he and his wife settled in Dublin, GA. Rowland died on April 25, 2022 at the age of 96.

II. Legislative

The Legislative Series is organized in two subseries, Legislative Directors' Files and Legislative Assistants' Files and documents the work of Rowland's two legislative directors, Rebecca Brady (1983-1988) and Kathy Bryant Hennemuth (1987-1994), and ten legislative assistants in his Washington, D.C., office. Within each subseries files are arranged according to each staffer's filing system, although most systems are similar. Below are descriptions of the most common types of file groupings. Legislative research and bill files may contain any of the following: background materials about legislative issues, staffer notes, drafts and final copies of bills, "Dear Colleague" letters to/from other members of Congress, Rowland's statements made on the House floor, news clippings, background memoranda from staff to Rowland, hearing statements by Rowland and others, and correspondence from lobbyists. B. Legislative Assistants' Files

1. Cleo Caldwell , 1983-1989
Cleopatra H. (Cleo) Caldwell joined Rowland's staff as his health legislative specialist in 1987, taking over health-related legislative duties of Adam Jablonowski. She held a Ph.D. in Social Psychology and prior to joining Rowland's staff, she had served as a Congressional Science Fellow, a fellowship awarded by the Society for Research in Child Development. Her files are organized in two groups: Legislative Research Files and Legislative Mail. Each group is arranged in chronological order by congress. During the 100th Congress, her assigned subjects included: AIDS, Medicare/Medicaid, long-term care, catastrophic illness, infant mortality, and rural health care. Specifically, Cleo's legislative research files contain information about H.R. 2881, a bill introduced by Rowland in 1987 to establish the National Commission on AIDS. Additional information about this commission and related legislation can be found in Legislative Director Kathy Bryant Hennemuth's and legislative assistant Chris Hunt's files. Cleo's "computer letters" (form letters, which also include memos to Rowland and other documents typed by computer) are located in Legislative Director Kathy Hennemuth's legislative mail files.

2. Chris Hunt , 1979-1990
Chris Hunt served on Rowland's staff from 1984 to 1990, 98th to 101st Congress. He initially worked with Rebecca Brady (as evidenced in his files: early constituent correspondence (1984) is primarily drafted by her) and later, from 1987 to 1989, with Karen Mogan and Kathy Bryant Hennemuth. His files are organized in two groups: Legislative Research Files and Legislative Mail. Each group is arranged in chronological order by congress. Chris' files reflect some of Rowland's early interests and first legislation. Topics include veterans' issues, such as "atomic veterans," Notch (Social Security issue), and health care for rural veterans for which Congressman Rowland lead a congressional hearing in Dublin, Georgia, on the topic in December 1988; foreign affairs, such as aid to the Contras, and trade; early legislative work to establish the National Commission on Acquired Immune Deficiency Syndrome (National Commission on AIDS); transportation, including the Exxon Valdez oil spill in Alaska in 1989. The majority of Rowland's efforts on the AIDS commission and about AIDS in general can be found in the files of Legislative Director Kathy Bryant Hennemuth and legislative assistant Cleo Caldwell. Legislative Mail includes topics relating to constituents' views on the Brady Amendment (1988), abortion, veterans affairs, foreign affairs, the budget, and issues of the judiciary and ways and means. Most correspondence files contain both constituent letters and corresponding responses, although a few files contain only constituents' letters. Mail is filed by congress (by date) and topic.

3. Adam Jablonowski , 1983-1986
Adam Jablonowski joined Rowland's staff in July 1985 and assumed health-related legislative research and analysis duties from Rebecca Brady during the 99th Congress. A specialist in the health field, Adam held a Master of Public Administration and at the time was a member of the Board of Directors of the American Rural Health Association.His files are organized in two groups: Subject Files, which contain health-related constituent correspondence, speeches, co-sponsorship files, and limited research materials. Arrangement is roughly alphabetical and is filed in two sets (A to Z and A to Z). The second group, Legislative Research Files, consists of research about health-related legislative topics, such as AIDS, biomedical ethics, living wills, long-term care, malpractice, Medicare, and the uninsured, as well as a group of files relating to "Superfund," the Hazardous Substance Response Trust Fund established in 1980. Research files include background materials from the Congressional Research Service; articles, clippings, and literature; reports; Rowland's proposed amendments to pertinent legislation and speeches; drafts of legislation. Form letters (Rowland's responses only) are filed with Legislative Director Kathy Bryant Hennemuth's files.

6. Elizabeth Nisbet , 1980-1992
Elizabeth Nisbet joined Rowland's staff as a staff assistant in 1989 (101st Congress) and became a legislative assistant 1990 through 1991 (101st to 102nd Congress). Her staff assistant files, which are project and case files, are filed in Series III. Constituent Services. Elizabeth's files are organized alphabetically by topic and/or committee. Within each topic, files are arranged in two groupings: circa 1987 to 1990 and 1991, and generally alphabetical within each grouping. Files contain legislative mail from constituents with Rowland's reply and legislative research materials, such as notes, news clippings, memoranda, and background materials. Of note are Elizabeth's Foreign Affairs files, which include topics such as human rights issues abroad, the opening of the former Soviet-bloc countries after the end of the Cold War, and constituents' opinions on the Persian Gulf War. Also of interest are her files on gun control (filed in Judiciary), especially after a shooting at Atlanta's Perimeter Mall in 1990, and on veterans' affairs which document Rowland's continued interest in veterans' health issues, such as agent orange and the long-term effects of nuclear agents on World War II military personnel ("atomic veterans"). Elizabeth's files also document Rowland's work on the Select Committee on Children, Youth, and Families, and the Congressional Arts Caucus, as well as his sponsorship of the National Health/Education Consortium, held in Macon, Georgia, in June 1991. Many of Elizabeth's topics were transferred to Cynthia Purkiss after Elizabeth left the staff in 1991.

9. Cynthia (Cyndi) Purkiss , 1986-1994
Cynthia (Cyndi) Purkiss joined Rowland's staff at the end of the 102nd Congress (1992) as a legislative assistant. Prior to her work with Rowland, Cyndi was a legislative assistant to Representative Richard Lehman of California from 1988 to 1992. Cyndi's files are organized into two groups: Legislative Research Files and Letters to Constituents [Legislative Mail]. Legislative Research Files are arranged alphabetically by topic. Cyndi's files are particularly strong in legislative work relating to veterans, defense, and the Energy and Commerce committee, although she handled additional topics. Her research files reflect Rowland's service as chair of the Veterans Affairs subcommittee on Hospitals and Health Care from 1993 to 1994, as well as a member of the Energy and Commerce subcommittees on Health and the previous hitEnvironment next hit, and Transportation and Hazardous Materials. Rowland was very active in his last term, proposing and co-sponsoring legislation through his membership in various committees. Of note are Cyndi's defense files, which document both national and Georgia-related defense issues, particularly the three bases in Rowland's district (after redistricting in April 1992): Marine Corps Logistics Base in Albany, Moody Air Force Base in Valdosta, and Robins Air Force Base in Warner Robins. As chairman of the Middle Georgia Military Affairs Committee, Rowland worked closely with the Georgia House and Senate delegation to support the interests of these installations, especially during the early 1990s when there were threats of base closures in his district. Legislative assistants Elizabeth Nisbet, Joy Lee, and Joanna White worked with many of Cyndi's legislative topics immediately prior to her arrival on Rowland's staff. Cyndi's original filing system housed papers in expandable file, each of which was labeled in a different color of marker according to topic or committee. To maintain the color-coding of the files after rehousing in acid-free files, a color is indicated in brackets on each file tab and in the box list. Letters to Constituents [Legislative Mail] is organized by date of reply. Topics and legislative issues cover those in Cyndi's purview. Of primary interest to Georgians in Rowland's district at this time were the issues of gun control and the Brady Bill, military issues such as gays in the military and women in combat, and issues surrounding the National Endowment for the Arts.

10. Joanna Kile White , 1986-1994
Joanna Kile White joined Rowland's staff as a legislative assistant for a short period of time, from July 1992 through 1993, the first session of the 103rd Congress. Prior to her work with Rowland, Joanna served as a legislative assistant to Representative Terry L. Bruce of Illinois.Joanna's files are organized chronologically by legislative topic and are legislative research files. She was responsible for handling select Energy and Commerce legislative issues, such as long-term care insurance, food safety, the Clean Air Act, and the Resource Conservation and Recovery Act (RCRA). She also handled transportation legislation related to Wayports, a system of rural airports proposed by Rowland to alleviate congestion at busier airport facilities around the country. Joanna's files document Rowland's active legislative interests from the late 1980s through 1993. Her files reflect several previous "owners": Health-related files had been previously kept by Adam Jablonowski (1986), Cleo Caldwell (1987), Chris Hunt and Kathy Hennemuth (1988-1989). Other Energy and Commerce issues were mostly handled by Karen Mogan and were passed to Joanna when Karen left the staff in 1992.
