Collection Description

Biographical Note

Charles Julian Bloch, a lawyer from Macon, Georgia, was a longtime friend and political ally of Senator Russell. He was active in efforts to preserve racial segregation, preparing a brief in the 5th Circuit Court case supporting Georgia's "white primary" elections. Ultimately, the court's decision in the case reaffirmed the right of African-Americans to vote in primary elections. Bloch also announced Russell's unsuccessful candidacy for the 1948 Democratic presidential nomination. In 1951, Russell called on Bloch to serve as his personal aid in the Senate's inquiry into US policy in Asia, particularly concerning the dismissal of General Douglas MacArthur. Senator Russell served on the Senate committee that investigated McArthur's dismissal.
