Collection Description

Historical Note

The Governor's Commission for Efficiency and Improvement in Government was created by an act of the Georgia General Assembly in 1963. As a temporary agency of the state government, the Commission was tasked with the study of the organization and operation of the state and the preparation of recommendations which would render government operations more efficient and economical. It was also the responsibility of the Commission to suggest legislation for the reorganization of government departments and agencies which would improve public administration. To accomplish its goal, the Commission had the power to inspect records and documents of all State agencies as well as to hold hearings and contract consultants.

Governor Carl Sanders appointed seven men to the Commission. These members included: Chairman William R. Bowdoin, Vice Chairman Roger J. Marshburn, and Members W. Clair Harris, Alfred W. Jones, Julian T. Hightower, John B. O'Neal, and William P. Simmons.

The Commission was to be abolished at the convening of the 1967 General Assembly, but found a need for evaluation of its work and recommendations. The Institute of Government at the University of Georgia was then requested to assess the Commission's work and publish its final findings, a project which was completed in 1971.

Scope and Content

The papers of the Governor's Commission for Efficiency and Improvement in Government consists of reports both submitted to as well as produced by Commission and the Institute of Government at the University of Georgia.

Organization and Arrangement

The collection is divided into three series: I. Agency Reports, II. Executive Reorganization, and III. Reorganization Study.
